TLC opened for business in 1990. Since then, the business has been centered in the Inland Empire area of Riverside and San Bernardino counties. TLC has succeeded in large measure because of the satisfaction of customers. The business has done no advertising, depending instead on word of mouth from happy customers. There are many streets in the area where TLC did one house, and before long there was a second house and then a third and then a fourth and so on. It was not long before every house on the street had been painted by TLC.
